Rotary Encoder experiments

Experimented a little bit with rotary encoder and created:

• a library for Arduino on GitHub
• Fritzing sketchup + Breadboard version for testing with example code

Ordered this one to be manufactured, it's still in progress. Let's see what comes and how will it work... Will write here more once it's so far.

Inspired by labbookpages.co.uk switch debouncing article

with MAX6818 button debouncing

Did not really work, or it did but when turning really slooooow. Fixed 40ms debounce time of this chip is just too much.
